Rick Felski was the horror host "Tolouse NoNeck", hosting a number of television shows and a radio show. He also made many live appearances. The original name of the character was "Toulouse-NoNeck", with the station changing the spelling to "Tolouse NoNeck". Jim Mathews played his side-kick "Uncle Geek". Other regulars included Tolouse's girlfriend - "Betty", and "Dr. Feeleystein", both played by Jim Feeley.
The show also featured local bands including "X-Cleavers", "The Balloons", Pat McCurdy and the Men About Town", who later did the theme to Felski's radio show "Tolouse Noneck and the Zombie Zone Radio Hour". Listen to "Welcome Zombies" Play Clip

The show ran from 5 January 1980 till 31 May 1980 screening movies on Saturday afternoons at 12:30 pm. From 7 June 1980 till 30 August 1980 it switched to Saturday nights screening double feature movies at 10:30pm. From 3 January 1981 yo 5 September 1981 it reverted to Saturday afternoons at 12:30 pm, screening single feature movies. From 31 December 1981 to 29 December 1984 it change to Saturday afternoons at 12:30 pm. Sometimes the show was not seen for a week to several weeks due to the televised college football game or other sporting events.

Rick Felski had previously been the horror host Tolouse Noneck on Shock Theater (1980), Shock Theater Double Feature (1980), Shock Theater (1981-1984), and Shock Rock (1985)aired by WISN-TV Channel 12 Milwaukee Wisconsin. When he wanted to resurrect his character and produce his own show, he spelt Tolouse as Tooloose to avoid any conflict with WISN-TV. When Rick Felski had re-launch is horror host character "Tooloose Noneck" in his 1989 special, WISN-TV approached Felski to produce a regular hosted horror movie show. The show ran from 6 January 1990 till 19 May 1990.

He referred to his viewers as "zombies". Tonight I present Tolouse NoNeck AKA Tooloose NoNeck, host of Shock Theatre on WISN-TV Channel 12 in Milwaukee, WI, which ran from 1979 to 1985. Tolouse NoNeck was portrayed by WISN floor manager Rick Felski. He was joined on the show by his sidekick Uncle Geek who was played by WISN staff member Jim Mathews. Tolouse performed song parodies on the show such as The Troggs "Wild Thing" which became "Dead Thing". He also featured local bands on the show including Pat McCurdy and The Men About Town show provided the theme song for the show, "Welcome Zombies". Felski's love of music led to the creation of the WISN show Shock Rock in 1985 which was hosted by Tolouse and featured music videos. He also hosted The Zombie Zone Radio Hour on WLPX radio. In 1988, Felski left broadcasting to pursue a career in real estate.
In 2013, Rick Felski - "Tolouse Noneck" for "Shock Theater", was inducted into "The Official Horror Host Hall of Fame".
